If you have already chosen the flowers but stalled at the wrapping option on the order form, that hesitation makes sense. The first thing the recipient sees is the wrapping paper, which covers more area than the petals.
Plenty of articles already list what each wrapping colour means. This one goes a step further and looks at how the same flowers, depending on the wrap, become suited to one occasion or another.
When someone is handed a bouquet, the eye reads the largest area of colour first. In a bouquet that area is usually the wrapping paper, and the flowers are read again within that frame.
Pink roses in white wrapping look neat and composed; in kraft paper they look relaxed. In black, the flower colour appears deeper, and in pastel the whole bouquet softens.
Texture does the same job. Smooth film feels crisp and cool, while paper with a visible grain feels handmade. Quite often the texture registers before the colour does.
So wrapping works less like decoration and more like a tone of voice. The same sentence sounds different depending on how it is said, and the same flowers carry a different message depending on how they are wrapped.
The deciding factor is where the flowers will be placed, more than what a colour means. In places many people see together, such as an office lobby or an event venue, white or black will not clash with the space.
For flowers going to someone's home, or to a friend of many years, kraft or pastel keeps things light. The recipient feels less pressure to respond formally.
The table below sets out the impression each of the four tones usually gives and the occasions it suits. Treat it as a starting point for choosing, not a fixed rule.

One more thing to consider is contrast between flowers and wrap. If the flowers are already strongly coloured, the wrap should step back; if the flowers are pale, a wrap that defines the outline gives better balance.
The impression flowers make is settled within a few seconds of receiving them. The recipient then reads the card and looks at each flower, but that first feeling rarely changes.
